Any idea whether the calf got it's first nurse in? Do you have room to pen them up together by themselves. If you can I would do that and supplement with a little bottle but not too much. Keep the calf somewhat hungry so it chases the momma for some milk. Another trick I have done is put the momma in a head gate and make the calf suck off her. Getting some mommas milk will help with it taking to the calf. Worst case milk the momma out each day and feed calf. Eventually she should take to it. It's tons of work.
