Use a disk cutter and put a set of old blades on, tilt the bar down to where at times it barely scalps the dirt. Depending on how many acres but you will go through a few sets of wore out blades. That's what we have done with wheat cereal rye and trit. Never done oats or peas. However, scalping it to the dirt will give what you are sowing a head start.
