11.5 volts is bad, the gauge is not technically accurate, none of them are typically, they tell you what you want to hear, or what the designers think you want to hear. Temp gauges stay just under normal, then suddenly shoot to red, the temp didn't do that, the gauge decided to tell you to stop a few seconds after reassuring you everything was fine.

Was the 11.5V running or stopped? either one is bad. If you charge the battery up and then let it sit an hour, then the battery is bad if it shows 11.5. If it's running, then the alternator is bad, or the wiring to the alternator is bad, etc.
