I think any of the no-till drills on the market would do what you want if set up right. Deere is going to cost more and can be a maintenance issue. Look at Great Plains, Landoll, Sunflower, Kuhn-Krause, Crustbuster and Salford. A mounted spring tine harrow on the back of the these drills will help your stand too.
