Another alternative to look at is Ezigrade for your design software. You can try a fully-featured copy for 30 days at www.foresoft.com It can certainly do your domed designs.

You can connect Ezigrade directly to your existing RTK as long as it has a NMEA output.

You could also look at Ditch Assist which is probably the "most cost effective" solution to control your blade. You can also connect this directly to your existing RTK. Another option to look at is Agguide.

Going your own way and building your own raspberry pi controller to drive blade actuators is certainly achievable; though I could imagine it isn't as easy as it looks. If you have a GPS connected we can already give you an instantaneous value for the difference between the existing height and where the design should be via a comms port. Your Raspberry Pi would need to read comms port and convert value into an appropriate output to drive your actuator.
