Was the Spencer Dam that failed the only dam above Gavins Point. If it was ,wont Gavins Point silt up even faster now. Since building new dams and levees is almost impossibile with all the enviromental  and special interest groups what should happen in the future.  MY relatives at Hamburg Iowa sold some of their  land along the Missouri River to The COE after the the 2011 flood . Would relocation of towns and  I-29 that flood be the best answer in the future . The  flooding problems have basically  killed the towns in the flood plain already from my relatives observations.
