We just had a livestock crossing installed this week, nrcs project with cost sharing involved. It was a 2 year process, I don't know if it could move along quicker without cost sharing but if it did I'd be inclined to cover the cost myself to get on with life.
FWIW, this was just rock put down on fabric, nothing fancy.
