I'm no expert on their stuff, but I don't think NRCS will do anything on creek crossings unless it is for livestock to cross. I need to put one in that is for livestock, but I was told that it would need no dig it out to be no more than 6 to 1 slopes on both sides, 2 feet deep gravel, etc. etc. It sounded like I could do it myself and have less money out of pocket than doing it their way and paying 25% of the cost. I won't ever be cross my crossing with equipment, besides maybe a fourwheeler.

As far as the landlord thing, what if they supplied the materials and you supplied the equipment/labor?
