I don’t think NRCS will cover anything like that and if they do, probably cheaper to build it yourself. Rock is cheap. I have two crossings I put in on the same creek. First one was done with a box blade in the only place I could bail off in it. About 4 ft deep. Dirt bottom. Did it in the heat of summer when it was dry. Dumped one load in of big 6” rock with fines and a year later after packing it did another load on top of a little smaller.

The first is just long enough to get a pickup and 16 ft trailer across maybe a little longer. Had a dozer in and went down stream a way and bladed back to a nice approach and put in 2 loads of rock. Have pulled a 33 ft gooseneck across it but drug the ramps. Neighbor has pulled a longer trailer with no ramps across just fine.

Not sure about your rock bottom and how that would work with rock on top. Can you smooth it up?
