In the last 16 years locally we have had 6 floods that are the top 6/7 recorded since the 1940's. Out of those 6 floods, 4 of them have come on frozen ground with 5-7 inches of rain in a short period(24-72 hours). The other two were during june and july taking an average of over an inch a day for 3 weeks. The frozen ground times are scary because how fast it comes, the summer time sucks as well watching a crop go to junk. Flooding sucks. Sorry for those dealing with it.
