Agronomically it is common to apply fert with air seeders so that part is not an issue. Getting seed cups to work for fert might prove a little gummy, as long as you have a plan to wash the whole thing out every day or more it might work, plenty of potash would probably help keep it clean but also a bit like seeding gravel.
