Cambridge, southwestern Nebraska
The blizzard is mostly in western NE. The rain is central and east and they won't get much snow. The problem in most of NE is snow cover then 1-3" of rain in 12 hours on frozen ground.
The state climatologist was on the radio Monday and said they know there is going to be flooding but wasn't sure how bad it might get. No one has experience with heavy rains occurring on top of snow and having frozen ground yet.
