Rip out old and put up new. Easier than trying to fix all those spots. Remodeled a bedroom for girlfriends other last winter. Fixed bad spots, patched holes from years of picture hanging, cut out loose paper and patched, etc. by the time i was done I could have had the room re-rocked and taped twice.
