Run a 4” pipe or larger from the ground level up to your downspout outlet on the gutter.

On the ground level side of the pipe put in a valve on the downspout side of the pipe put in a tee and run a line down to your tank.

When it rains the first bit filled with junk fills up the pipe running to the ground then it overflows into the line going into your tank.

When your tank is full you open the valve and the water bypasses your tank. After a rain you drain the junk in that line and reclose the valve if you need more water. It’s called a first flush diverter.
