It is pretty hard to tell by the picture what is going on, but I assume you have a split wired duplex outlet. Break the bond between the two hot screws of the outlet, then attach the black wire to one of the hot screws and the red wire to the other hot screw. Attach neutral to one of the neutral screws. Attach Ground to the ground screw and try it. When you are done, one of the outlets should be hot all the time and the other one will go on and off with the switch. If you don't break the bond between the hot screws of the receptacle,both top and bottom part of the receptacle will be hot all the time and the switch won't do anything.
