I’d prefer bottom half switched, top half 100% hot. The switched half most likely has a lamp plugged in, that will stay plugged in all tha time. Put that on the bottom so that it’s easier to access the top half with something else you want to plug in.
Then just put the black wire on top and the red on bottom.
