Because of the increase use of better varieties, more efficient use of crop inputs such as fertilizer, herbicides, etc. as well as better farming practices with increased use of technology. Russian farmland is increasingly yielding closer to it's potential, especially in southern Russia, the other grain areas of Russia haven't made as great improvement in productivity as Southern Russia, but they are working on it.
