Lawton, MI | Talk to your state rep or state senator, the large companies have lots of lobbyists in your state capital, it may get to top of cable companies food chain quickly and get resolved. I was able to get some lines cable lines raised this way, but it might have helped that state rep is related.
Also look up national electric code, it has all required heights listed to be in compliance, was on about page 70ish lots of reading.
