I don't think anyone puts NH3 on a growing wheat crop. I've wondered if it might not perhaps work..............but the root burn has to be pretty serious. We put 40 to 50 lbs actual N preplant NH3 on and then see what kind of crop we have come March. Timing the topdress is really difficult with the lack of predictable moisture we receive most years. I would love to have a 15 to 20" coulter rig to topdress but I've lost so much money growing wheat I can't afford one!
