Most people know where their fencer is. If there is amps flowing (more than a couple Or so,) then there is a short further away from the fencer than where you are checking.
Anyone who has a electric fence needs to own one of those type testers. ( Fault finders). Just a volt meter is useless at finding problems.
Just don't let the arrows confuse you. I have known several fairly intelligent people who were not finding their shorts because they were looking at the arrows. Pay attention to the amps.
No amps, no short past you. Or with
No volts, might be a short closer to fencer, or bad connection.
