It was China's decision, not ours, to establish a tariff on soybeans. They have not been restricted in buying beans if they wanted to. It would not cost them any more to buy from the US as what they are paying to buy from Brazil anyway.
There are mountains of other agricultural products that China could buy from the US if they desired. In the big picture, soybeans are a small part of the situation.
