As long as the rover can see enough SIC (satellites in common) with the base, this is true. GLONASS-enabled equipment will help significantly with this.

But if the base and rover don't see enough of the same satellites (due to terrain, foliage, or any other obstructions), it doesn't matter whether you're using radio, cellular, or any other delivery method - the correction generated by the base won't be relevant to the rover, and the rover will ignore it and tell you you don't have corrections.
