Signal quality from the WAAS satellite is what is it, but the quality of the signal that reaches the receiver RF front-end from the attached antenna can vary greatly because of antenna choice; and the signal quality that finds its way from the RF circuitry to the positioning processor is a variable as well. This is why there are low quality antennas and receivers versus high quality ones. Hardware can either improve signal quality or make it noisy, and how much you spend is a good indicator of this (most of the time).
Software signal processing is also a huge factor. Good hardware plus good software can make a huge difference in accuracy and reliability.
