To quote Mr. Constantine: "The ethanol industry would have had 15 years to develop their market. If they are to stand on their own, they should be able to do so at this point. After 15 years they should be responsible for themselves and not depend on a government program. “

The Oil Depletion Allowance passed Congress in 1927 (if I remember correctly) with the stated objective of encouraging oil production. Here, ninety years later we still have it. It seems to me that after ninety years, the petroleum industry should be "responsible for themselves and not depend on a government program".
