Something is eating on your BIL.   He uses booze to get away from it which make him feel better.  Fix what's eating on him, the booze will go away.    I'll take a guess that he never felt good enough, felt somewhat of a failure,  which likely started as a youngster by his parents/teachers. 

Edit to add:   Alcoholics are unhappy people and booze is their crutch.
