If you have a file from the camera on your PC you can right click it and view info about resolution.
360p is not unusual for older video cameras but youtube default now is more or less 1080p. When viewing youtube you can select a lower resolution bottom right and 360p will be an option.
It looks OK if you use a smaller window or view it on a mobile device.

The frame rate isn't really related to resolution.
The higher rate of 50fps is more for recording fast moving subjects, you would have the option to slow the footage down to half speed which is sometimes useful. However behind scenes at 50fps the shutter will be unable to go below 1/50th - recording 25fps it could drop to 1/25
This means 50fps is not very suitable for low light like indoors.
I'd stick with 25fps which is default for PAL countries.

More complicated video editing software like my Adobe Premiere can convert to any required format at the final render stage.
But most simpler software will have an output suitable for DVD as not that long ago it was the principle way of making a video to share.
Unfortunately I suspect only trial and error will reveal what plays and looks reasonably good.
