So what are the mfr tags? How could you have had it registered for more than what the equipment is stamped by the mfr?

The pickup has 10500 GVWR printed on the driver's door. The only tag I could find on the trailer doesn't have a GVWR for the whole trailer, but it's stamped 6000 GVW for each fo the two axles. The trailer was manufactured in the 1980's so I don't know if the newer ones say a strict GVWR on them or not, but mine doesn't.

In MN when you register a farm trailer (or farm truck) they just ask you which weight you want the only choice is 12,000, 15,000, or other higher values. When you register a non-commercial pickup truck they ask you if you want 10,000, 12,000, or other higher values. The DMV doesn't seem to care at all what the manufacturer's sticker says. The price to register is the same (at least for the pickup it was the same if I picked 10,000 or 12,000). I used some "The Price Is Right" logic and picked 12,000 for the truck. Probably did the same when I registered the trailer for 15,000 years ago.
