The Farm Bill legislators keep bringing up the phrase that the Farm Bill is providing a safety net for farmers. Really the ONLY safety net in the current Farm Bill for the majority of corn/soybean farmers is crop insurance. Of all the programs that the govt has thought up, the subsidized crop insurance looks like one of the most successful in terms of participation and in terms of actually working as a safety net when farmers need one. Cutting it would be a big mistake, mainly because if there's no benefit to be in the program then why be in it? I could see a lot of farmers saying the heck with it so they can maximize the productivity of their land as they see fit rather than as some govt bureaucrat thinks it should be done. If nobody signs up then there's no need to have FSA offices, no need for Congressional committees working on a Farm Bill either, can you see that going away any time soon? I doubt it.
