#1.  By setting a lower cap, you are just letting government pick winners and losers again.

#2.  The CSP program is an attempt to do what you are saying - reward conservation practices.  I agree that it would appear, from the political bent of the country, that the next FB could feature conservation - but I'm not privy to the actions of the many lobbyists and farm group leaders as to what the big push is this time.
