I want to see a hard cap on total farm program payments set at a much lower level. I want to see a way to enforce those hard caps by not allowing current entities to split up in order to get more payments. I don't see that happening and I don't see the major lobby groups attempting to get those changes written into the new bill.
I want to see conservation practices financially rewarded. I could see this happening. I may not like how non farm district members of congress write this but I can see it happening. I think there will be a growing line of thinking that if farmers are to get any $$ from Washington they need to provide something to the environment.
