You want a DEM or DTM. I looked up the linked page and they have them.

LAS is the raw data point cloud, possibly edited to remove false returns. They are huge huge files.

Digital Elevation (DEM) or Digital Terrain (DTM) models are a derivative processed from the LAS files, much easier to use. Smaller file size.

DEM usually includes all returns including buildings. DTM removes buildings to give a better idea of the ground.

You download or clip the DTM raster, run a contour tool and then you have contour lines as a vector file.
