Most any GIS software should support DEM. QGIS is a good one and I use it often.

I am getting reasonably accurate 1-2 ft contour lines here in IL. It's all about how much accuracy the collection contract required, of course, and how high-resolution at which the dem and other derivatives were processed. Looks like you havr been reading the metadata on those local files.

If you are downloading county-wide Lidar you may well need special software to load and process those tens of millions of Lidar points. I tend to work in sub-1000 acre areas, and often sub-100 acre areas.
