That foot isn't really too bad as far as length or shape is concerned. If he is that tame, you could cast him with a rope and just level off the bottom with a wood chisel to glue the block on. Just make sure the halter is tied to something solid before you pull on the casting rope.
I tried casting a cow once. Wrapped the rope exactly per book instructions, and cow just grunted at me. Not saying it can't be done, but I'm skeptical.
