Actually, I don't think those Part 91 regs don't quite work w/drones, or what the FAA calls UAS (Unmanned Aerial Systems). You can't fly over a non-participating crowd. But, the 1000' thing wouldn't work because the highest you can fly is 400' AGL, unless you're inspecting a tower, then you can fly 400' above that tower or structure. The 500' or 1000' lateral distances don't apply to UAS. Airspace visibility requirements & cloud distance requirements apply. Keep in mind, the only written rules thus far are FAR Part 107, which are for COMMERCIAL use UAS only. If you're going to charge someone money, or work for compensation with your drone....then you're commercial. You need a license & have Part 107 rules to comply with. There are also a lot of rules that seem to have grown from mid-air re. drones that don't seem to be written by the FAA. Some of those "I was always told......" rules.
