The key in an organic system is to have a maximum of legume cash crops if manure is used to supply the bulk of the N for non legume crops.

Using a legume green manure ahead of corn, and cutting back manure applications should help. I have the "advantage" of mostly farming ground that hasn't seen commercial fertilizer since at least the 70's, so excess P application is actually helpful for a while yet.

Alfalfa as a cash crop should address your problem well. And for me, the year I plow it down, it supplies the majority of the N for a 200 bushel corn crop.
