the salts will not tie up nitrogen. The salts can however affect nitrogen uptake by changing the physical properties of soils. Soils high in magnesium or sodium can result in poor water infiltration and bad soil physical properties that result in reduced nitrogen efficiency. I agree, you need a soil test to give us a place to start asking questions. We need to see your soil EC values. Its good your applying gypsum as that is a very good amendment for such problems.
