Grinnell Mutual Insurance now covers drones. Liability only, anywhere you fly it ( not just your property) EXCEPT, over a town, city, or urban area, or within 3 miles of an airport. I'm not that worried about liability over a farm so I told them if they ever cover urban areas give me a call. Am I right?
Why would you have a need to fly and observe over a city?
