I have had mixed results with frost seeded clover (most failings have been due to lodged wheat smothering it out). Any spinner spreader will do the job. I have a cheap 3 point spreader that I put mine on with. I know some guys just use a little electric spinner on an ATV.

If you have really heavy wheat, you can have problems. Some guys here have waited until the wheat was done, spread clover and disc it in. You will get a good catch with a couple rains but less growth. You have from June to October for growth.
