It's a bit unfortunate but it's probably in the greater good to let cops talk on the phone. Most folks would be hopping mad if they found out that a cop or ambulance was X minutes later arriving to help them because they stopped to make a required phone or radio call when on the way to an emergency.

 I think this lady is taking things a bit far though...
