How wide are the road right of ways there? I'd think that the county could clear or make the owner clear trees or branches that are in the right of way.

If the guy only speaks the language of lawyers, go see one and find out under what conditions that guy would be held liable in the event of an accident. If he can be held liable, have the lawyer send him a brief letter informing him of what his trees could cost him should something happen because of him neglecting to keep them trimmed.
