At my former employer, just retired, persons on call got "X$" just to carry pager for the week. Any callout was min 2.5hr 2X time. If call out lasted 5min they got 2.5hr, if it lasted over the 2.5hr they got actual hrs 2X time. Plus they got a travel allowance for each callout. They were supposed to answer the callout ASAP but, they really didn't change their "lifestyle" while on call.
