No, there is nothing I know of as inflexible as railroad work rules. Years back, we got an exclusion to load cars and cross the mainline track. Only shipper on a dead end track. Worked fine for a long time. Now, there is an ethanol plant on the line, exclusion gone. No matter how much technology that is available as to equipment on track to just plain people talking ---can't do it. Even with 2 customers, the rules are that the Amtrak may be coming at 80 mph.
