Don't free choice the hay. Ours are getting our feed lot mix @ 3% body weight corn/gluten (2/3:1/3), 2.5# dry hay, 2.5# baleage, 3/4# Beef pellet (LandOLakes), and 20# corn silage. Not saying that's all right for 4-H calves, but they're growing good and our steers are home raise commercial calves anyway. Win rate of gain and sell finished calves to people looking for freeze beef at the 4-H auction, buy nice heifers to show and to improve the herd.
