50 years ago my Dad put an oil furnace in the basement replacing the wood furnace. He made a tin duct that fit one of the interior walls between 2 2x4's to the second floor. It helped but it was still very cold. 15 years later I put blown in insulation in the walls and attic. It was not the same house. It was plenty warm upstairs in the bed rooms and alot warmer in a big room that still was unheated upstairs. I think your attic is not insulated or not insulated enough. You said supposedly insulated? I would check that first.
