The radio doesn't have to be solid, only the base. Radio can move all it wants. That's why the base is supposed to be mounted on something solid such as a building top, and the radio antenna is often mounted on something high like a tower, elevator, etc.
The way I understand it, he's just going to leave a big antenna on the tower?
