If they are talking about it then it has already been discussed in private. If it is discussed in private it has already been in a policy paper proposal.

So much of this stuff seems to come out of the clear blue sky but when you get into the details it's always from some policy paper that has been written and quietly passed around some time ago. 

There is no way they can write these multiple thousand page bills this quickly. They are grabbing all of this stuff off the shelf ready to go. It's all came from policy papers and quiet discussions about what they could get rammed through if the time was ever right. 

The realm of tinfoil theories is rapidly becoming the new harsh realities.
