When they say they are coming to stay and go to the fair you be really polite and book them a hotel and call them back with the room number. Its possible that your wife would be quite comfortable sitting back and letting you handle it...did you ever ask her?
She may not want to hurt their feelings and in her mind perhaps she is still trying to get "daddys approval". You make the fathers day call...and the birthday call...but to be quite honest does he call on your wifes birthday? She does not owe him the good grace of a phone call. She does not need to be involved in their lives or their maritial problems. The guy is a dirtbag, and the stepmother is a thief and a dirtbag. Stealing from her elderly mom. Her dad sounds like he still wants to control things. Kick him to the curb...for your wife and your sanity.
