It's a nice area, not sure where you will be living, but there are tons of bike trails, camping, hunting, cultural events and in general things to do all over. Get out and enjoy the area, check out the Des Moines Register calendar of events online, it will show you what's going on.
are you sure about the 13mph allowance? i know you probably won't get a written ticket for 3 over, but i have never seen anything published on the cameras leeway. the majority of red light tickets are for stopping but just over the line, very common, especially on right turn on red. not just blowing through the intersection full speed, like many would have you believe.
