If the bales are really 20% moisture the only way you are going to save them is if you come up with a way to inject them with some kind of preservative, like propionic acid.
20% is too dry to ferment proper, and too wet to keep.
Hate to be the bearer of bad news, but that has been my experience.
Making good feed is a continual challenge. That's why we make the big bucks.
