unless standardized, it would be an expensive nightmare to figure out what tax rate to charge. in Minnesota clothing is non sales tax. in iowa clothing taxed 5% state, 1% county, 1% school, except on 2 days before school starts. then no tax on clothing items that cost less than $100.00. i am sure other states have many different quirky exempt items.

when the sales tax first started, business were against it because they didn't want to have to be the tax collector for the gov't. a big job for no pay but big penalties if you mess up.
